Quebec has the highest legal-age-limit out of all the Canadian provinces and territories. In addition to its prohibition of home cannabis grows, that fact is evidence of Quebec’s hesitant acceptance of Canada’s federal cannabis legalization. Quebec Possession, Purchasing, and Consumption Rules

If you are 21 and older in Quebec, you can legally purchase and possess up to 30 grams of cannabis. You can’t grow cannabis in your household. You also can’t possess more than 150 grams of cannabis in your home.

Purchasing cannabis in store: You can purchase cannabis flower, topicals, edibles, and extracts from a limited number of government-run cannabis retail stores.

Purchasing cannabis online: If you live in Quebec, you can order cannabis online from the Société Québécoise du Cannabis (SQDC) website. You will need to receive the delivery in person or it will be sent to a Canada Post office where you can retrieve it at another time.

Consumption laws: You can consume cannabis in private residences and in some locations where smoking tobacco is allowed, but public consumption is generally prohibited. Driving while under the influence of cannabis is also illegal.

Quebec Licensing Rules for Retailers

If you’d like to open a cannabis retail store in Quebec, you might be out of luck. Cannabis is regulated by the SQDC, but there are no private retail licenses currently available.
